CEBRA helps the Australian and New Zealand governments remain at the forefront of practical biosecurity risk analysis by providing collaborative, relevant, innovative, and practical research outcomes. CEBRA, based at the University of Melbourne, comprises scientists from various disciplines, including economics, ecology, mathematics and statistics.

Working with information supplied by CEBRA, including research reports, project summaries, data and statistics, and interviews with senior staff, Scientell drafted the annual report text.
